Russian President Vladimir Putin is open to halting the war in Ukraine with a negotiated ceasefire that acknowledges the current territorial lines, according to four Russian sources who spoke to Reuters.
While Putin is prepared to continue the conflict if Kyiv and the West don’t engage, he is also willing to "freeze the war," said a senior Russian source familiar with high-level Kremlin discussions. These insights come from five individuals connected to Putin through political and business channels, with one declining to comment on the ceasefire specifics.
At a recent press conference in Belarus, Putin called for the resumption of peace talks, emphasizing that they should reflect "the realities on the ground" and be based on a prior agreement from the early days of the conflict, rather than solely on one side’s demands.
Ukrainian Foreign Minister Dmytro Kuleba dismissed these signals from Putin's camp as attempts to undermine an upcoming Ukrainian peace summit in Switzerland, calling them "phony." He asserted on X that Putin has no genuine intention to end his aggression and that only a unified global stance could pressure him into choosing peace. Similarly, Mykhailo Podolyak, an adviser to the Ukrainian president, accused Putin of wanting Western democracies to concede defeat.
